Training for Legal Staff
Bill has specialized knowledge in crucial aspects of antidumping and countervailing duty law that can be used to train your legal staff. Bill has already developed courses that have been approved by the Virginia State Bar for Continuing Legal Education credit, including credit in ethics. This credit may be recognized in reciprocal jurisdictions, such as New York. Bill can arrange to give these courses at your law firm, serving the purpose of both training your legal staff, and providing the CLE credit your lawyers need. Bill served as the APO Coordinating Attorney for five years, providing legal advice to the APO/Docket Units and guidance on protecting business proprietary information to other attorneys in the Office of Chief Counsel for Import Administration. Bill participated in amending the APO regulations, and in investigating suspected APO violations. Bill can put this experience to use for your firm and provide training in the area of complying with Administrative Protective Orders.
Bill has also served as the Customs Liaison Attorney, participating in the litigation of numerous Customs cases involving antidumping and countervailing duty issues. Bill acted the Commerce expert on the operation of the deemed liquidation statute, 19 U.S.C. § 1504(d). Bill has consulted with U.S. Customs and Border Protection (CBP) officials on various initiatives, including the implementation of a new electronic data system. In his tenure as Customs Liaison Attorney, Bill reviewed all formal recommendations made by Import Administration to CBP regarding customs protests involving antidumping and countervailing duty issues. Customs issues can be tricky for antidumping and countervailing duty attorneys. Bill can use his experience to educate the lawyers in your firm on these difficult issues.
With sufficient advance notice, Bill may be able to apply to have training sessions qualify for Continuing Legal Education credit in other jurisdictions.
